HR / PAYROLL SPECIALIST

Summary of Duties and Responsibilities:

Efficiently perform all Human Resource and Payroll related tasks involved in the production of company’s products, follow standard work methods, and practice safe work habits to ensure production continues as efficient and safe as possible. Manage all aspects of Human Resources - duties in all areas of Human Resources including but not limited to recruitment, employee relations, payrolls, and benefits.  This includes the development, training, and administration of Human Resources policies, procedures, and programs.  Regular attendance is an essential function of this position.

 

Primary duties and responsibilities include but are not limited to:

  1. Consult with top executives on strategic planning to identify employment needs and preferred candidate qualifications.  Serve as a link between an organization’s management and its employees. 

  2.  Link an organization’s management with its employees by handling questions, administering employee services, and resolving work-related problems.

  3. Create, write, and manage job descriptions.

  4. Recruit for job applicants by advertising and posting job listings, attending job fairs, and visiting college campuses as necessary.

  5. Interview applicants regarding their experience, education, training, and skills for job openings.

  6. Inform applicants of job details, such as duties, benefits, and working conditions.

  7. Perform reference checks on job applicants.

  8. Refer qualified candidates to management, hire, and extend and write job offers.

  9. Conduct and assist with new employee orientation and safety trainings.

  10. Manage and maintain employment records and HR process documentation.

  11. Administer company benefits - guide employees through all benefits programs and answer questions about benefits and policies.

  12. Administer Family Medical Leave and COBRA policies.

  13. First contact for accident, incident, and Work. Comp. claims and report filings.  Work with WC carrier regarding claims filings and claims follow-up.

  14. Manage grievance procedures, which are a formal process through which employees can make complaints.

  15. Manage staffing issues, such as mediating disputes, firing employees, and directing disciplinary procedures. Record, administer, and maintain all employee disciplinary actions.

  16. Advise managers on compliance of laws and rulings associated with but not limited to, Federal Employees Compensation Act (FECA), Fair Labor Standards Act (FLSA), Equal Employment Opportunity EEO, Family Medical Leave (FMLA), American’s with Disabilities Act (ADA), Occupational Safety and Health Administration (OSHA), Uniformed Services Employment and Reemployment Rights Act (USERRA)

Other required duties:

  1. Supervise the operations of the organization’s payroll department. Ensure that all aspects of weekly payrolls are compiled and processed correctly and timely from time keeping entries to final payroll processing and check payouts. Administer payroll procedures, prepare reports for management, complete end of the year government compliance requirements, and resolve any payroll issues or discrepancies.

  2. Provide payroll and benefits tax reports for end of the year compliance filings.

  3. Assist in the underwriting of annual company benefits renewals (Medical, Dental, Vision, HRA, 401K),

  4. Consult with legal contacts, company attorney, and accountants, to ensure that all Human Resources functions comply with federal, state, and local regulations.

  5. Administer and monitor company benefits invoicing and E-payments

  6. Work closely with the Safety Manager on safety training and safety policy writing.

Physical environment/working conditions:

This position is in the office,but may have occasion to access plant environment, and requires:

  1. Standing, walking, balancing, crouching, stooping, bending, sitting, kneeling, reaching & feeling for periods of time throughout the work shift.

  2. Talking and hearing,

  3. Vision (far and near)

  4. Ability to lift 1-25 lbs.

  5. Carry 1-25 lbs. push, pull, and handle up to 25 lbs.

  6. The office is casual, and at times quite fast-paced.

 

Requirements:

  1. High School graduate required.

  2. Minimum 2 years supplemental secondary education in business or HR and payroll related suite preferred.

  3. Minimum 5 years HR and Payroll work experience

  4. Experience with FMLA, COBRA, Work Comp, HRIS payroll programs and payroll taxes

  5. Some knowledge of OSHA compliance.

  6. Strong knowledge of contractual law for reviewing HR and insurance related contracts and strong ability to understand and write company policies and job descriptions.

  7. Above average computer skills to include Microsoft office suite - Word, Excel, and Data Entry

  8. Above average skills in working with internet-based programs.

  9. Ability to work both in a team environment and independently.

  10. Excellent written and verbal communication skills is essential.

  11. Knowledge and experience with managing employee relations.

  12. Bilingual in Spanish not required but nice to have.
